Sometimes to get started with a good website you need to start with a free website hosting company. Of course you usually get what you pay for. I used free hosting to play around with while learning to design, before I bought my first real domain name and paid hosting account. When I look for a free hosting company for my clients I look for a few things in particular. First they MUST be ad free. This means no advertisements anywhere on the page....period. I know they have to make money somewhere, but I would rather it not be in the direct view of my visitors. If I had to choose a web host that provided free service I would choose 000webhost.com. They not only give you FREE ad-less hosting, you can also use their MySQL databases without having an extra charge. Their free hosting is almost as good as some hosting companies paid service.

Freehostia is a great tool for people wanting free hosting. They have many tools for designers to use that are included free with the hosting account. You have access to Wordpress / Joomla templates, database access, and a great line of support. Their free hosting services include a 99.9% uptime guarantee. Did we mention is was banner-less? It is.
